very desirable, though it might perhaps be deferred for a time until experiments in afforestation had actually been

POLICE.

An additional Inspector to be stationed at

Liu Lin Tzu, where a bungalow is available, would be useful in present circumstances but if, by the appointment of special Forestry and Public Works officers, the present Inspectors are relieved of the extraneous duties which they now perform for the Forestry and Public Works Departments, it should be possible so to re-arrange their work as to make

an additional appointment unnecessary.

No other additional staff seems to me to be required with the important exception to which I refer later in connection with Education.

65.

PUBLIC WORKS.

The question of improving the existing road-

system so as to fit it for motor traffic has been reised already and is likely to be raised again from time to time as the number of visitors to Weihaiwei increases. The acting Commissioner has supplied me with a report (Enclosure 3) by the officer in charge of roads which shews that the cost involved would amount to $420,000 with an amual charge for upkeep of about $32,000.

I do not consider that it is necessary or even justifiable to incur this very heavy expenditure in order merely to make the place more pleasant for visitors and I would not advise any attempt to provide roads suitable for motor-traffic, unless and until the trade of Weiheiwei developes to such an extent as to make the use of mechanical

Without, however, going to these lengths it

is very desirable to improve the existing roads by metallirg and widening them and providing retaining walls and parapets
